Introduction

The current civil and commercial legal system in Taiwan (Republic of China) was established during the traditional agricultural period in mainland China in the 1930s. It has gone through significant challenges, such as the rapid growth of industrial and commercial sectors in Taiwan since the 1960s, the flourishing of the knowledge-based economy since the 1990, and the emergence of new financial and economic legal issues. The existing legal framework has become inadequate to address these emerging challenges.

In response to the rapid changes in the domestic socio-economic environment, there has been a trend towards specialization and departmentalization within traditional civil and commercial law. Major areas such as corporate law, international economic law, intellectual property law, tax law, and Asia-Pacific civil and commercial law have gradually developed into distinct fields with more specialized and refined legal frameworks.

Department of Financial and Economic Law, National Chung Cheng University (hereinafter "We") seeks to promote the study of financial and economic law and has launched this academic journal "Chung Cheng Financial and Economic Law Review." With a view to provide a scholarly platform for the Chinese-speaking community that combines theoretical and practical perspectives to delve into relevant legal issues and their legal foundations. Our goal is to elevate the standards of research in financial and economic law and contribute to the advancement of financial and economic legal system in Taiwan.

The "National Chung Cheng Law Journal," published by the Department of Law, National Chung Cheng University, has garnered a stellar reputation since its inception. The contributions to the study of traditional jurisprudence in Taiwan are evident and remarkable. We have always maintained a close and collaborative relationship with the "National Chung Cheng Law Journal." However, in response to recommendations from the Ministry of Education's university evaluation committee, which advised us to launch our own academic journal, we heed the earnest expectations of legal scholars from various sectors. We launched the inaugural issue of the "Chung Cheng Financial and Economic Law Review" on New Year's Day in 2010 to offer our contributions to the field of financial and economic law. This journal is a regular publication, originally published annually, but it was changed to a biannual publication (January and July respectively) since January, 2011.

It is worth mentioning that, " Chung Cheng Financial and Economic Law Review " has been honored by the State Council for Professorship of Vietnam since 2019 by inclusion in the list of designated foreign legal journals for the promotion of professors and associate professors in the field of Vietnamese law. Since 2016, the journal has also been ranked as a third-tier journal by the Research Institute for the Humanities and Social Sciences under the Ministry of Science and Technology of Taiwan. We sincerely welcome contributions from knowledgeable scholars and experts.
